The CASA program in Leavenworth was established in 1994 and is based on the idea that average citizens can become professionally trained volunteers who serve as the eyes and ears of the court.

CASA strives to seek safety and permanency as quickly as possible for children in the foster care system utilizing trained volunteer advocates who, as the eyes and ears of the court, investigate the circumstances of a child's family and make informed, objective recommendations to the juvenile judge as to what is in the best interest of the children they serve.
