- Covenant Ability Network of Illinois Covenant Ability Network of Illinois Extending dignity to every individual by optimizing independence and encouraging health and hope through community. Covenant Ability Network of Illinois offers vibrant community living in each of our four residences located 25 miles outside of Chicago in Oak Forest Illinois. Our ministry provides safe and secure Christian homes for individuals with developmental and intellectual disabilities. Our homes and programs foster personal growth encourage independence and stimulate the emotional spiritual and intellectual wellbeing of those we serve.
