DEVELOP BETWEEN EDUCATORS AND THE GENERAL PUBLIC SUCH UNITED EFFORTS AS WILL SECURE FOR ALL YOUTH THE HIGHEST ADVANTAGES IN PHYSICAL, MENTAL, SOCIAL AND SPIRITUAL EDUCATION.
