THIS IS ACCOMPLISHED THROUGH THE CREATION, PROMOTION AND MANAGEMENT OF PUBLIC AND PRIVATE REVLOVING LOAN FUNDS, PROVIDING TRAINING, COUNSELING, TECHNICAL ASSISTANCE AND ACCESS TO CAPITAL FOR START UP OR EXPANSION OF QUALIFIED BUSINESSES, AND THE PROMOTION AND EVALUATION OF COUNTY AND CITY COMMUNITY DEVELOPMENT BLOCK GRANT REQUESTS AND MANAGEMENT OF THESE LOANS.
