TO COUNSEL AND ASSIST INDIVIDUALS WITH RESPECT TO SUBSTANCE ABUSE, INCARCERATION, LACK OF EDUCATION, EMPLOYMENT TRAINING, SELF-ESTEEM ISSUES, AND EXTREME HEALTHCARE AND MEDICAL ISSUES.
