2024 STAAR LeadersScholarship Program STAAR Leaders are pleased to annouce the 2024 Scholarship Program. This year STAAR Leaders of Rochester Inc. will award scholarships to nine 9 deserving college bound students residing within the Rochester and surrounding communities Monroe County. Since the introduction of the scholarship program in 2009 we have awarded one hundred and six 106scholarships to deserving students within the community.
