Victory Outreach, an international, church-oriented Christian ministry called to the task of evangelizing and disciplining the hurting people of the world, Mission and Purpose. The Sacramento U.R.B.A.N. Resource Center's (SURC) mission is to reach youth and their families, who are at risk, gang affected and/or who have been identified as gang involved, specifically within the communities and neighborhoods of South Sacramento, and Southern Sacramento County, California.
