𝐀𝐝𝐝𝐫𝐞𝐬𝐬𝐢𝐧𝐠 𝐑𝐮𝐫𝐚𝐥 𝐀𝐛𝐚𝐧𝐝𝐨𝐧𝐦𝐞𝐧𝐭 𝐢𝐧 𝐁𝐡𝐮𝐭𝐚𝐧 Bhutan faces a growing challenge of 𝐆𝐮𝐧𝐠𝐭𝐨𝐧𝐠 (𝐞𝐦𝐩𝐭𝐲 𝐡𝐨𝐮𝐬𝐞𝐡𝐨𝐥𝐝𝐬) and 𝐒𝐚𝐭𝐨𝐧𝐠 (𝐚𝐛𝐚𝐧𝐝𝐨𝐧𝐞𝐝 𝐥𝐚𝐧𝐝), with nearly 𝟔,𝟎𝟎𝟎 𝐡𝐨𝐮𝐬𝐞𝐡𝐨𝐥𝐝𝐬 left vacant and a 𝟏𝟎% decline in cultivated land between 2010 and 2019. A study by the 𝐆𝐨𝐨𝐝 𝐆𝐨𝐯𝐞𝐫𝐧𝐚𝐧𝐜𝐞 𝐂𝐨𝐦𝐦𝐢𝐭𝐭𝐞𝐞 (𝐆𝐆𝐂), 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐂𝐨𝐮𝐧𝐜𝐢𝐥 𝐨𝐟 𝐁𝐡𝐮𝐭𝐚𝐧, supported by BTF, highlights key causes such as irrigation issues, human-wildlife conflict, and labor shortages, driving rural-urban migration. To tackle these challenges, the GGC has proposed ten key recommendations, including balanced regional development, incentives for fallow land use, flexible wetland policies, and stronger farmer support programs. While migration is inevitable, targeted interventions can help sustain rural communities and protect Bhutan’s agricultural landscape.
