We also strive to build the relationship between law enforcement and the community. Who We Are The Inland Empire Police Canine Association was formed in 1997 by K9 officers from the Ontario Chino and Pomona Police Departments. Our Charities Every year the Inland Empire PCA donates time and money to numerous charities groups and organizations locally and globally.
