Chicago Area Peace Corps Association ABOUT CAPCA CAPCA is a network of Returned Peace Corps Volunteers who work to promote cultural understanding and exchange. CAPCA holds monthly dinners at local ethnic restaurants provides speakers to organizations interested in the Peace Corps and international issues and coordinates a variety of community service projects that give RPCVs an opportunity to continue their volunteerism with groups such as H. O. M.
