Overview

The Coalition of Law Enforcement and Retail (CLEAR) is a non-profit, non-partisan national association in the United States. It was founded in November 2008 by a group of law enforcement and retail loss prevention professionals. The coalition aims to foster cooperation between law enforcement agencies and the private sector to enhance community safety and combat crimes.

Mission and Goals

CLEAR's primary mission is to advance the security and protection of communities through collaboration between public and private sectors. Key objectives include:

  • Promoting Public-Private Partnerships: Encouraging and supporting partnerships that involve municipal, county, state, and federal organizations to disrupt and combat criminal activities.
  • Crime Prevention and Support: Providing training and educational resources to members for asset protection, loss and risk mitigation strategies, and supporting crime prevention efforts.
  • Legislative Advocacy: Tracking and proposing state and national legislation related to crime and penalties.
Activities

CLEAR organizes training conferences and seminars to educate its members. These events bring together retail loss prevention executives with law enforcement professionals to discuss strategies against organized retail crime (ORC) and other related issues.
