Meeting the demands of a transforming knowledge skills driven economy TURNING POINT The Turning Point Workforce Development Board Inc. WDB is a nonprofit organization governed by a volunteer Board of directors responsible for developing policy an overseeing local workforce development initiatives in partnership with local elected officials. STATEWIDE COVERAGE In North Carolina there are twentythree 23 local WDBswith representatives appointed from all 100 counties. Members of the WDB are appointed by the Chief Elected Officials of their respective county in accordance with criteria established by the Governor.
