Home - EMSTAR EMSTAR is a notforprofit 501c3 organization first established in the early 1980s as the Southern Tier Regions Program Agency for Emergency Medical Services. Today EMSTAR remains as the designated program agency as well and providing a host of educational programs to help better serve the needs of the Emergency Responders within the greater Southern Tier Region of New York State. The primary service area includes Chemung Schuyler and Steuben Counties.
