PROVIDE RECREATION, CONTINUING EDUCATION AND SOCIAL SERVICE ACTIVITIES/PROGRAMS FOR THE CHIDREN, YOUTH AND ADULTS OF THE PARTICIPATING MUNICIPALITIES IN A FISCALLY RESPONSIBLE MANNER.
