The Planned Lifetime Assistance Network of Massachusetts and Rhode Island Inc., often referred to as PLAN, is a nonprofit organization dedicated to providing comprehensive support services for individuals with disabilities and their families across Massachusetts and Rhode Island. Established in 1971 and recognized as a charitable organization under Section 501(c)(3) of the IRS Tax Code in January 1972, PLAN focuses on enhancing the quality of life for people with disabilities while ensuring their integration into the community.

History

The origins of PLAN date back to May 1, 1961, when a group of concerned parents formed the MARC Retardate Trust, now considered a dated term but used at the time to describe individuals with intellectual or behavioral challenges. Initially, the trust aimed to provide advocacy and monitoring for individuals in state-operated institutions. As community living became more prevalent, the organization expanded its services to support individuals following the death or incapacity of their caregivers.

In 1995, the MARC Special Needs Pooled Trust (SNPT) was established, becoming the oldest and largest pooled trust in Massachusetts. This trust is funded by the assets of individuals with disabilities and is known as a self-settled or Medicaid payback trust. In 2005, PLAN introduced a Third-Party Special Needs Pooled Trust, which allows third parties to fund trusts for the benefit of individuals with disabilities without triggering Medicaid payback.

Services

PLAN specializes in managing two types of special needs pooled trusts:

  1. MARC Special Needs Pooled Trust: A self-settled trust that allows individuals with disabilities to manage their assets without jeopardizing public benefits.
  2. Third-Party Special Needs Pooled Trust: Funded by third parties, such as family members, to support individuals with disabilities while preserving public benefits.

These trusts are designed to manage and distribute assets effectively, ensuring the long-term financial security and quality of life for individuals with disabilities.
