Literacy volunteers of clinton Essex and Franklin Counties Literacy Volunteers of Clinton Essex and Franklin Counties LVCEF is about bringing people together to make a real difference. LVCEF trains volunteers who provide free confidential and individualized tutoring in basic literacy and English to Speakers of Other Languages ESOL. Literacy services that LVCEF provides our fellow community members are essential to improve their lives and our communitys health and quality of life. Literacy is the foundation of selfimprovement and the ability to achieve personal goals to benefit the community.
