Wissahickon Interested Citizens Association (WICA) is the RCO representing the Wissahickon enclave in Roxborough, Philadelphia WICA is the civic association representing the Wissahickon enclave in Roxborough. WICA is a registered 501(c)(3) non-profit organization and the Registered Community Organization (RCO) for the Wissahickon enclave in Roxborough, Philadelphia, Pennsylvania. The boundaries of the civic are from Ridge Avenue to Hermit Street to Henry Avenue to the border of the Wissahickon Valley Park. WICA has worked toward developing and maintaining an informed and productive membership dedicated to serving the community interest for over 100 years.
