When transmission projects are regionally costshared through MISO incumbents can spread costs across multiple states lowering expenses for Wisconsin ratepayers. Without ROFR nonincumbent developers could take over projects without the ability to share overhead costs leading to higher bills and reduced local control. Introduced by Senate Majority Leader Devin LeMahieu ROostburg and State Rep.
