TO ARRANGE FOR FINANCING AND PROVIDE TECHNICAL ASSISTANCE TO FACILITATE THE DEVELOPMENT OF AFFORDABLE HOUSING, AND TO OTHERWISE SUPPORT COMMUNITY DEVELOPMENT AND REDEVELOPMENT NEEDS.
