Fort Howard Apartments What sets us apart Fort Howard Apartments is owned and operated by CoCare Inc one of the original neighborhood associations in Green Bay. Our building was built in response to an interest in having senior housing in the heart of the west side of Green Bay. CoCare is a nonprofit group that seeks to provide a beautiful home for our residents and be an asset to our neighborhood. Our rent is affordable because we are HUD subsidized and rent is based on each individuals income.
