Central Oregon Veterans Village Central Oregon Veterans Village The Central Oregon Veterans Village is a community of transitional shelters designed to provide shelter and services for homeless veterans. The project is a Joint Venture between the Bend Heroes Foundation and Central Oregon Veterans Outreach COVO. It is being managed as a publicprivate partnership with the City of Bend Deschutes County and the State of Oregon. The Village became fully operational on Veterans Day 2021.
