Federal Bureau of Investigation Recreation Association

The Federal Bureau of Investigation Recreation Association (FBIRA) is a nonprofit organization established to provide recreational activities and support for employees of the Federal Bureau of Investigation (FBI) and their families. The association was first created in 1931 under President Herbert Hoover, initially as the FBI Athletic Association, with the goal of enhancing morale, welfare, and camaraderie among FBI personnel by promoting social and recreational activities.

Founded during the Hoover administration, the FBIRA aimed to improve the quality of life for FBI employees by organizing sports leagues, social events, and trips. The FBI provides official recognition and limited support to FBIRAs but does not sponsor, endorse, or assume liability for their actions. According to FBI policy, specifically Corporate Policy Directive 0465D, FBIRAs must adhere to guidelines that ensure compliance with state and federal nonprofit laws. These policies include restrictions on the use of personal financial instruments by board members and requirements for transparent financial management.

Each FBIRA operates under its own board of directors, often selected by peers within the respective field office. These boards are responsible for ensuring that operations align with FBI policies and state laws governing nonprofit organizations.
