Back of the Yards Neighborhood Council - BYNC - Southwest - Chicago Creating a Better Place Welcome to BYNCs home. BYNC is located at 1823 W. 47th Street in Chicago serving a large area of Chicagos Southwest Side that includes the communities of Brighton Park McKinley Park and New City. By combining social and economic programs into a single communitybased intermediary organization the Council leads a holistic approach to addressing the social problems that have plagued the Back of the Yards neighborhood and surrounding communities.
