Humanitre Manahmen sind eine Reaktion der Brger auf politisches Versagen. Der Zweck humanitrer Manahmen besteht darin Leben zu retten Leiden zu minimieren und die Unversehrtheit der Menschen zu schtzen in der Regel aber nicht immer in kurzer Zeit.
