RECEIVE BLOCK GRANTS OR SIMILAR FUNDS FROM THE CITY, OR OTHER GOVERNMENTAL AGENCIES OR SUBDIVISIONS, INCLUDING THE AUTHORITY, AND TO PUT TO PRODUCTIVE USE ALL OF SUCH FUNDS EXCLUSIVELY FOR THE AFOREMENTIONED PURPOSES.
