(CLS) of Philadelphia has provided the highest quality legal assistance to low-income Philadelphians who cannot afford legal counsel when they most need it. Created by the Philadelphia Bar Association in 1966, CLS is widely recognized as one of the most sophisticated, respected legal services programs in the nation. It is also the largest and most experienced legal services provider with the broadest scope in Pennsylvania. In the past year alone, CLS has helped over 11,700 Philadelphians, fighting consumer fraud and predatory lending, preventing homelessness, ensuring fair treatment in the workplace, stabilizing families, and protecting women, children and the elderly.

Earlier this month, CLS Managing Attorney of the Homeownership & Consumer Rights Unit Michael Froehlich spoke on a panel about Philadelphia’s response to the tangled title crisis at the American Bar Association / National Legal Aid & Defender Association Equal Justice Conference in San Francisco, CA. The panel was organized by Roxane Crowley of Philadelphia Legal Assistance and also featured Philadelphia's Commissioner of Records James Leonard. CLS attorney Kate Dugan spoke in support of new legislation introduced this morning by Councilmember Katherine Gilmore Richardson. The law would permit victims of deed fraud to receive refunds of the transfer taxes paid by scammers. These refunds are usually between $4,000 and $8,000.
