Governor Josh Shapiro. Dad to 4 kids. Married to my high school sweetheart. Governor of Pennsylvania. BARC was founded in 1951 by concerned parents of children with developmental delays. Since then, BARC has expanded to include a variety of necessary supports including child care and education, supported and independent living situations, employment training and placement, seniors programs, advocacy, and community integration.
