South Bend Area Crime Stoppers, Inc.) began in 1983 to assist police in northern Indiana and southwest Michigan in the identification and apprehension of felony offender. Crime Stoppers realizes that two primary impediments for people with information on felony crimes to contact police is 1) fear of retribution, and 2) apathy. Crime Stoppers offers a means for people to give their information anonymously to overcome the fear, and cash rewards to overcome the apathy.

The program was brought to South Bend after Police Captain Ed Friend observed its success in Rockford, Illinois[3].
