Rose Park Neighborhood Association, Long Beach, CA RPNA is a recognized nonprofit volunteer organization organized to represent the residents of the Rose Park Neighborhood in Long Beach and to protect and promote its interests. The mission of the RPNA is to educate the residents, property and business owners within the RPNA boundaries [10th St on the North, 4th St on the South, Cherry Ave on the West, and Redondo Ave on the East], as well as the City of Long Beach, CA and neighboring communities about the Rose Park neighborhood. The purpose shall be to teach and disseminate education materials to the public, including, but not limited to, material relating to Rose Park and Rose Park South Historic Districts, historic and architectural preservation, zoning laws; crime statistics and community improvement, through publications, lectures, or otherwise. In so doing, RPNA will improve the quality of life in the Rose Park Neighborhood Association area.A. Goals include but are not limited to: 1. Enhance the quality of life within its boundaries; 2. Foster cooperation, communication and pride among residents, property and business owners of the area; 3. Create a positive identity for Rose Park Neighborhood Association throughout Long Beach and beyond; 4. Encourage an understanding of citizenship and civic responsibility; 5. Promote an appreciation for the neighborhoods architectural history and its preservation.B. Methods include but are not limited to: 1. Provide an inclusive and open forum for public discussion of issues of interest to those within the Rose Park boundaries; 2. Maintain fair, open, and transparent procedures for the conduct of all RPNA business; 3. Encourage all those within its boundaries to participate in activities of the RPNA; 4. Use the Neighborhood Bill of Rights to inform those within the Rose Park boundaries of the City of Long Beach’s activities that affect our community in a way that is tailored to provide opportunities for involvement in the decision-making process; advise the City of Long Beach on issues of interest to the RPNA and facilitate communication between the City of Long Beach and the residents, property owners and businesses within the Rose Park boundaries on issues of concern to the community; 5. Initiate, execute and support projects for the physical, social and cultural improvement of the Rose Park area; otherwise known as the RPNA Neighborhood Plan. This plan reflects the mission; policy and purpose in mind and may be updated annually; 6. Remain non-partisan with respect to political party affiliation and inclusive in our operations including, but not limited to, the process of electing or selecting the Board of Directors, Officers, and committee members, as hereinafter set forth.
