Ready To Help You. NICAA is a nonprofit private corporation serving the counties of Stephenson and Jo Daviess in the Northwest section of the State of Illinois. The ultimate authority of the Agency is vested in its governing board which is comprised of public private and client sector representatives from the two counties. NICAA was established in order to better focus on all available private local state and federal resources.
