The American Bureau of Shipping (ABS) is a U.S. nonprofit maritime classification society that has been in operation since its founding in 1862. ABS is designated as a 501(c)(6) organization, which means it is classified as a business league, chamber of commerce, or real estate board, created for the improvement of business conditions.
Mission and Purpose
The mission of ABS is to promote the safety of life and property and preserve the natural environment, primarily through the development and verification of standards for the design, construction, and operational maintenance of marine and offshore assets. This is achieved by providing classification services to the marine, offshore, and gas industries.
Activities and Services
ABS develops and maintains a set of technical standards and specifications known as the ABS Rules & Guides. These rules are used to assess the design and construction of new vessels and the integrity of existing vessels and marine structures. ABS operates globally, with a presence in over 200 offices worldwide, including major ports and shipyards where surveyors and engineers verify compliance with these standards.
History
Established in 1862, ABS has played a significant role in maritime safety and environmental protection. Over the years, it has expanded its operations globally, strengthening ties with governments and maritime organizations around the world. ABS has also provided services to various U.S. government agencies such as the U.S. Navy, the U.S. Coast Guard, and the U.S. Maritime Administration.
Leadership and Structure
As of 2011, Christopher J. Wiernicki has served as the President and CEO of ABS, becoming Chairman in 2012. The organization is structured by market sector, including Global Marine, Global Offshore, and Government Services. It employs over 5,500 people worldwide.
Legal and Environmental Impact
ABS has been involved in significant legal cases, notably the Prestige oil spill in 2002, where Spain brought a civil suit against ABS for its role in certifying the vessel as seaworthy. However, the case was dismissed due to ABS's status under international maritime law and jurisdictional issues. Despite such legal challenges, ABS continues to play a crucial role in international maritime safety regulations.
