Arboretum Neighborhood Association Arboretum Neighborhood Association Welcome to the Arboretum Neighborhood This area has a rich history beginning with effigy mound builders who inhabited the land 1000 years ago. In 1911 the Lake Forest Company proposed a planned communityon land southeast of Lake Wingra. Development plans went awry when a myriad of construction and financial problems arose and the project was abandoned in 1922. A few houses were actually completed.
