COAD provides energy efficiency and weatherization services to Appalachia. OWTC provides technical training in weatherizaton, lead abatement and BPI. Corporation for Ohio Appalachian Development (COAD) is a private, non-profit community organization COAD's mission is to provide a unified voice and representation for its member agencies and the constituencies that they serve, primarily low-income families, children and the elderly. Since 1971, COAD has worked to improve the quality of life for all residents of Appalachian Ohio.
