What we do The Union Benefits Trust offers dental vision the legal service plan and life insurance benefits to OCSEAAFSCME Local 11 District 1199SEIU OSTA FOPOLC SCOPEOEA FOP Unit 2 and CWA represented State employees. The Trust is the product of several years of work by the Unions serving State employees. OCSEA the largest Union for Ohios State employees established the Trust through collective bargaining in its 19921994 agreement with the State.
