Illinois Horsemen's Benevolent and Protective Association Illinois Horsemens Benevolent and Protective Association Founded in 1940 the National Horsemens Benevolent and Protective Association NHBPA and its Affiliates operate on behalf of Thoroughbred racehorse owners trainers and backstretch personnel throughout the United States. Led by a volunteer Board of Directors comprised of dedicated horsemen and women who are elected every three years the Illinois Benevolent and Protective Association ILHBPA is a nonprofit 501 c 3 organization that functions as the statelevel chapter of the national HBPA. HISA UPDATES Horsemen have your voice heardTell the FTC to disapprove HISA regulations until legal uncertainties are resolved by the courts. Thursday February 2 2023 Horsemen The Horseracing Integrity Safety Authority has brazenly resubmitted drug and medication rules for Federal Trade Commission FTC approval even though the 5th Circuit Court of Appeals has ruled the enabling legislation unconstitutional.
