Legal services for low- and moderate-income persons and organizations of limited means. Providing a wide range of quality legal services to the working class poor, either free or at significantly reduced hourly or flat fee rates (never exceeding $99 per hour), in order to provide otherwise unavailable access to the legal system, aimed at ensuring that low-income individuals and small community organizations can fulfill their unmet human needs for essential life necessities such as affordable housing, child support, employement, sustenance, health care and safety
