WHAT WE BELIEVE The membership ofPennsylvania Utility Contractors Association PUCAstrives to deliver a product equal to or better than design on time and at a fair price while at the same time receiving an equitable return on our investment. To that end we seek fair and reasonable contract specifications ontime payment for work performed and a regulatory environment which facilitates project completion without unduly encumbering the contractor owner or engineer.
