TLC Barefoot School | Changing Haiti One Child at a Time TLC Barefoot School Help shape these young leaders for Haitis future. Welcome to TLC Barefoot School. The school was started in the mid 1990s by missionaries Tom and Linda Counts and their daughter Tamara as a way to minister to the many barefoot children they saw running in the streets of PortauPrince each day. After seeing the poverty and lack of education Tom and Linda embarked on starting a small school.
