To construct and operate a facility in the District of Columbia or the surrounding metropolitan area, at which it will provide educational enrichment and career-preparation programs for qualifying students and their families from local communitiesto maintain a regular staff to develop, implement, and deliver such programs to such studentsand to perform such other acts as may be necessary or incidental to the above stated purposes.
