PAR is deeply saddened by the passing of Cathy Hudgins, a trailblazing leader whose legacy has left an indelible mark on Fairfax County and the entire region. As the first African American woman elected to the Fairfax County Board of Supervisors, she not only broke barriers but spent two decades lifting up the voices of underrepresented communities. Her tireless advocacy for affordable housing, inclusive neighborhoods, and sustainable development set a standard for public service that continues to inspire. Her leadership in bringing the Silver Line to life transformed regional transit and helped shape the economic future of Northern Virginia.
