TO RELIEVE CONDITIONS OF POVERTY, RACISM, DISCRIMINATION, DEPENDENCY, UNEMPLOYMENT, AND UNDEREMPLOYMENT IN THE GREATER SPRINGFIELD AREA, ALSO TO PROMOTE JUST ECONOMIC DEVELOPMENT.
