Constructors Advocating for Better, Safer Infrastructure For over 70 years, the Heavies and its proud members, have advocated for better and safer infrastructure for Kansas City and the Region. We are proud to work with elected officials, public works and departments of transportation in Kansas and Missouri. TO PROMOTE, IMPROVE AND ADVANCE THE INTEREST AND COMMON GOOD OF ALL ENGAGED IN THE CONSTRUCTION INDUSTRY THROUGH SUCH ACTIVITIES AS EMPLOYEE AND SUPERVISORY TRAINING, MANAGEMENT TRAINING AND EDUCATIONAL PROGRAMS, (CONTINUED ON SCHEDULE O)CONSTRUCTION TECHNICAL EDUCATION, SAFETY EDUCATION AND ACCIDENT PREVENTION TRAINING, PUBLIC RELATIONS, MARKET DEVELOPMENT, SCHOLARSHIP PROGRAMS AND MANY OTHER PURPOSES PERMITTED BY LAW.

Heavy Constructors Association of the Greater Kansas City Area

The Heavy Constructors Association of the Greater Kansas City Area (HCA) is a nonprofit organization dedicated to advancing the heavy construction industry and public works in the Kansas City metropolitan region. Established in 1950, HCA serves as a unified voice for the region's heavy construction companies, advocating for high standards of skill, integrity, and responsibility in infrastructure development across both Kansas and Missouri.

History and Mission

Founded in 1950, the organization emerged from a collective effort of leading constructors to promote cooperation and advocacy within the heavy construction sector. The first president, L.J. “Lloyd” Kissick, helped steer the association into a prominent role in the region’s infrastructure enhancements. One of the association’s early initiatives, "Plan Bulldozer," coordinated disaster response during emergencies, notably providing critical support during the 1951 flood.

Over the decades, HCA has played a crucial role in shaping Kansas City's infrastructure, including the construction of major highways such as Interstates 70 and 35, significant renovations like the revitalization of Union Station, and contributions to the development of Kansas City International Airport. The organization has built strong partnerships with federal, state, and local government agencies, labor unions, and civic leaders to support ambitious public works projects that foster regional economic growth and community connectivity.

Structure and Governance

HCA operates as a chapter of the Associated General Contractors of America and functions primarily as a business league, focused on improving business conditions in the heavy construction industry. The leadership team includes a president, vice president, treasurer, and a board of division and at-large directors.

As of the most recent filings, Bridgette Williams serves as the Executive Director, with Paul Idedker as President. The organization is supported by a variety of division directors and at-large directors who guide its initiatives and activities.

Activities and Impact

HCA advocates for the interests of heavy constructors through public policy engagement, industry standards promotion, and workforce development. The association has been instrumental in both advancing infrastructure projects and promoting job creation within the region. Its efforts have helped establish a legacy of quality and responsibility in public works that benefit communities throughout the greater Kansas City area.
