TO PROVIDE FORMAL TRAINING, OPPORTUNITIES FOR PROFESSIONAL NETWORKING AND MECHANISMS FOR THE EXCHANGE OF ENFORCEMENT RELATED INFORMATION TO STATE AND LOCAL ENFORCEMENT PERSONNEL.
