Dr. Eve Spratt, a pediatrician and child psychiatrist, initiated HALOS after witnessing the struggles of families providing care for children with limited resources. In its first year, HALOS focused primarily on gathering essential items through partnerships with local churches, collecting goods valued at nearly $40,000.

Since its inception, HALOS has expanded significantly, formalizing its operations and establishing a wider network of community partners. The organization now receives in-kind donations worth approximately $250,000 annually, reflecting its growth and community support.
