Serving Two Vulnerable Populations Starpoint has provided services and support to individuals families and communities in Fremont Chaffee and Custer counties since 1972. We provide essential services to two vulnerable populations individuals with intellectual and developmental disabilities as well as children and their families. Now Enrolling UPK Slots If your child is prekindergarten age one year before Kindergarten they could qualify for 10 to 30 hours of free preschool a week dependent on qualifying factors during the 20232024 school year.
