The Trump administration paused enforcement of the Silica Rule, which protects coal miners from deadly black lung disease. The rule, that was set to take effect in April, would have cut the allowable level of silica dust in air inside mines by half and set stricter enforcement guidelines. Enforcement is now delayed until at least mid-August. Black lung deaths fell for decades after the implementation of federal rules but have surged in recent years. By 2018, 1 in 5 miners in central Appalachia showed signs of the disease, and the deadliest form, progressive massive fibrosis, has risen tenfold among long-term miners. Halting the Silica Rule endangers miners’ lives, and every delay in enforcement means more preventable illness and needless suffering from this deadly disease.
