Civil Air Patrol

The Civil Air Patrol (CAP) is a nonprofit organization that serves as the official civilian auxiliary of the United States Air Force (USAF). It was established in 1941 to assist the U.S. military during World War II and has since been chartered by the U.S. Congress.

History

The concept of Civil Air Patrol was conceived in the late 1930s by Gill Robb Wilson, who envisioned utilizing civilian aviation to support national defense. Wilson, a World War I aviator and New Jersey director of aeronautics, recognized the potential of civilian aircraft for military assistance shortly after returning from Germany, where he observed the grounding of civilian aircraft by the Nazi regime[1][3].

Formally established on December 1, 1941, with Administrative Order 9, CAP initially focused on border and coastal patrols, anti-submarine warfare, and courier services to support the war effort[1][2]. During World War II, CAP flew over 24 million miles on coastal patrols, detecting numerous enemy submarines and conducting attacks that contributed to the withdrawal of German U-boats from U.S. waters[2][5].

After World War II, the National Security Act of 1947 led to the creation of the U.S. Air Force, and in 1948, CAP was designated as its civilian auxiliary. Under Public Law 79-476, signed by President Harry S. Truman on July 1, 1946, CAP was incorporated as a patriotic and educational organization, mandated to perform non-combat roles[1][4].

Civil Air Patrol operates under three core mission areas:
