LEO Inc.
LEO Inc. is a nonprofit organization dedicated to strengthening the Greater Lynn community through resources and services designed to provide opportunities for children, families, and individuals to thrive. It operates in southern Essex County, Massachusetts.
Mission and Programs
LEO Inc. is one of the largest providers of early education and care in its region, offering Head Start and Early Head Start programs for children from birth to age five. The organization employs a two-generation approach, aiming to construct the foundation children need to be successful in school and beyond. This involves developing the social, emotional, and academic skills necessary for kindergarten readiness while also supporting the adults in children's lives through parenting workshops and workforce development classes.
In addition to early childhood education, LEO Inc. functions as the region’s community action agency, helping individuals and families manage challenges such as shelter and food insecurity and high energy costs. The organization collaborates with over 50 non-profits and agencies to serve those in crisis.
Financial Overview
As of 2023, LEO Inc. reported revenue of $15.1 million and expenses of $13.9 million. The organization's total assets were valued at $16.7 million, with liabilities of $2.88 million. Contributions, primarily from donations, constitute the majority of LEO Inc.’s revenue, accounting for 97.5% of the total in some years[1].
Leadership and Governance
Birgitta S. Damon serves as the CEO of LEO Inc., having held this position since 2014. She has extensive experience in social services, previously serving as Deputy Commissioner for the Massachusetts Department of Transitional Assistance. The organization’s board of directors includes individuals from diverse backgrounds and institutions, such as educational institutions, local government, and the health sector[4][5].
Impact and History
In its 55 years of operation, LEO Inc. has positively impacted the lives of over 10,000 preschoolers in Lynn by preparing them for their educational journey. By leveraging partnerships and resources, LEO Inc. aims to close the achievement gap for at-risk children while also supporting adults in their pursuit of stability and success[3].

LEO Inc. and local sister community action agencies, along with Congressman Seth Moulton attended a press conference last Friday, at Northeast Arc to address the current administration's cuts to programs supporting low income residents. Conversation focused on cuts to Medicaid, Head Start and LIHEAP (heating help). Directors from all the Community Action Programs in the MA 6th district spoke, as well as staff and clients who have relied on resources at difficult times. Our CEO, Birgitta S. Damon, “LEO provides essential school readiness supports for 400 at-risk children, identifying and addressing challenges to learning before they enter kindergarten. The recklessness of Tuesday’s HHS cuts have left programs without clear direction for how to move forward with our federal partners.” First photo: Congressman Seth Moulton greeting staff and clients who served as speakers.
