Lowell Plan About the Lowell Plan Canal Block by Rich Beaubien The Lowell Plan Inc. is a private nonprofit that ensures the City of Lowell is a successful thriving place for all to live learn work play and grow a business in a rapidly changing global economy. The Lowell Plan was established as a nonprofit economic development organization in 1980. For over 40 years the Lowell Plan has sustained constructive and productive dialogue among the citys key leaders in business government education and community development.
