ICYMI: A new Bluegrass Institute policy brief uncovers how Kentucky’s restrictive policies hamper families who want to enroll their children in a public school that's a better fit, even if it happens to be in a different district. Key findings: • Thirty-four states outperform Kentucky in policies allowing parents to choose schools outside the district where they live. • Since 2021’s House Bill 563, non-resident enrollment has grown by 10%, with over 2,500 students enrolling in new districts. • The top 20 districts for non-resident enrollment are independent, while large districts like Jefferson and Fayette have less than 1% non-resident students. • Kentucky Virtual Academy, an online public school open to all 171 districts, saw enrollment double to over 3,000 students in its second year.
